Can you actually negotiate a streaming or cable price?

Often, yes. Retention rates and win-back offers exist at most subscription services; they are just gated behind a call. The worst case is a no, and then you know your real options.

Is it easier to just cancel?

Sometimes, and ren will tell you when it is. If the service will not move and you barely use it, the honest answer is the cancellation, and ren does that too.

Will they cancel my account for asking?

No. Asking for a better rate is the most normal call a retention desk gets. The worst outcome is that the price stays where it is.
